Why Do Some Indie Wrestlers Never Reach Major Promotions?

Many talented independent wrestlers build strong reputations without ever signing with WWE, AEW, NJPW, or another major company. Why does that happen? Is reaching a major promotion mainly about talent, timing, connections, character, marketability, opportunities, or simply whether the right company notices them?
