What Makes an AEW Heel Actually Work?

AEW has had plenty of wrestlers play villains, but fans don't always react to them as intended. What makes an AEW heel effective? Should fans genuinely dislike the wrestler, or is it enough for the character to get strong reactions and make people want to see the next part of the story?
