How Should Major Promotions Develop Young Wrestlers?

AEW, WWE, NJPW, TNA, and other promotions use different approaches to developing younger talent. Should young wrestlers spend time in developmental programs, work smaller events, or receive opportunities on major television shows? Which approach gives them the best opportunity to establish characters and build experience?
